국제노동연대 온라인 캠페인을 지원하는 웹사이트 레이버스타트(LabourStart)가 한국 정부에게 노조 탄압을 중단할 것을 촉구하는 긴급 온라인 청원을 시작했다.

청원문은 노동법 개혁안에 반대하며 노조 단체들이 벌인 평화적 시위를 정부가 폭력으로 진압한 사실과 노조 사무실에 대한 압수수색, 그리고 민주노총 한상균 위원장에 대한 체포 영장 발부 등을 언급하며, 이같은 한국 정부의 야만적 탄압을 규탄하기 위해 전 세계의 노조 조합원들이 힘을 모으자고 호소했다.

The South Korean government has declared war on the country’s trade unions.

한국 정부는 자국 노조를 상대로 전쟁을 선포했습니다.

Those unions were engaged in peaceful protest against a proposed reform to the country’s labour laws when police blocked their march, attacked them with water cannon, and arrested 51 union activists. One of the protestors hit by the water cannon remains in a coma.

노조 단체들은 발의된 한국의 노동법 개혁에 반대하는 평화적 시위에 참여했으나 경찰은 행진을 차단하고 물대포로 공격했으며 51명의 노조 활동가들을 체포했습니다. 물대포에 맞은 시위자들 중 한 명은 의식불명 상태에 있습니다.

Four days ago, the police raided eight offices of the Korean Confederation of Trade Unions (KCTU) and its affiliates and regional branches. They confiscated computers, external hard drives, and meeting documents.

And they issued an arrest warrant for Han Sang-gyun, the KCTU president. He is now under the protection of the Jogyesa Temple, a Buddhist order.

The administration of President Park, Guen-hye of Korea has repeatedly sought to weaken the rights of workers and their unions since taking office in 2013, including mobilizing police to disrupt protests and to arrest trade union leaders. The ILO has on several occasions condemned the government of Korea for its serious violations of the right to freedom of association and to bargain collectively. Most recently, police raided the offices of the Korean Confederation of Trade Unions (KCTU) and its affiliates on 21 November, and seized documents, equipment and computers. Several workers were arrested and a warrant has been issued for the President of the KCTU, Han, Sang-Gyun.

한국 박근혜 정부는 2013년 집권 이후 경찰을 동원해 시위를 방해하고 노조 지도부를 체포하는 등 노동자와 노조의 권리를 약화시키려 끊임없이 시도했다. 국제노동기구는 여러 차례에 걸쳐 결사 및 단체교섭의 자유 권리를 한국 정부가 심각하게 위반한 사실에 대해 한국 정부를 비판했다. 가장 최근의 일로 11월 21일 경찰은 민주노총, 민주노총 연대조직들의 사무실을 급습해서 서류와 장비 및 컴퓨터를 압수했다. 몇몇 노동자들은 체포되었으며 민주노총 한상균 위원장에 대한 체포 영장이 발부됐다.

This raid follows the unions’ participation in a rally on 14 November to protest, among other things, a proposed package of labour law reforms meant to seriously undermine the rights of workers and their trade unions. The labour reforms pushed by the government would reduce payment for overtime work on days off, would permit temporary agency work in basic manufacturing (which has been illegal to date) and would lower the level of unemployment compensation for workers in low-wage short-term jobs. Most recently, President Park invoked the threat of international terrorism to denounce protest leaders, suggesting that terrorists could take advantage of protests to launch attacks.

이번 급습은 노동자들과 노조의 권리를 심각하게 약화시키기 위해 발의된 노동법 개혁안을 비롯한 몇 가지 사항에 반대하며 11월 14일에 있었던 민중총궐기 시위에 노조 단체들이 참여한 후에 있었다. 한국 정부에 의해 추진 중인 노동법 개혁안은 쉬는 날의 시간외 근무 수당을 줄이고, (지금까지는 불법인) 기초 제조업에서의 파견근로를 허용하며, 저임금 단기 일자리 노동자들의 실업보상 기준을 낮출 것이다. 최근 박 대통령은 테러리스트들이 공격을 위해 시위를 이용할 수 있음을 암시하며 국제 테러리즘의 위협을 들어 시위 지도부를 맹렬히 비난했다.
