검찰, 증거조작 스캔들 건으로 국정원 압수수색

Prosecutors on Monday raided the headquarters of the state spy agency as part of their ongoing investigation into allegations that it was involved in fabricating evidence to charge a high-profile North Korean defector with espionage.

월요일 검찰은 세간의 주목을 받고 있는 한 탈북자를 간첩혐의로 고발하기 위해 증거를 조작하는 데에 연루됐다는 주장에 대해 진행 중인 수사의 일환으로 국정원 본부를 압수수색했다.

The National Intelligence Service (NIS) is under suspicion of systematically fabricating immigration records that were used in the case of Yoo Woo-seong, a former Seoul city government official charged with handing over to Pyongyang personal information of more than 200 North Korean defectors, and handing them over to the prosecution.

국가정보원은 200명이 넘는 탈북자 개인정보를 평양에 넘겨주었다는 혐의로 기소된 전 서울시 공무원 유우성씨 사건에 사용된 출입국기록을 조직적으로 조작해서 검찰에 넘겨줬다는 의심을 받고 있다.

A team of three prosecutors and some 10 investigators at the Seoul Central District Prosecutors’ Office obtained computer hard drives and confidential doc-uments from the NIS headquarters in Naegok-dong, on the southern edge of Seoul, to corroborate the charges, prosecutors said.

혐의에 대한 증거를 찾기 위해 서울 중앙지검의 세 명의 검사와 10여명의 수사관들이 한 팀을 이뤄 서울 남쪽 끝 내곡동의 국정원 본부로부터 컴퓨터 하드디스크 드라이브들과 비밀서류들을 확보했다고 검사들이 말했다.

The raid is dealing another blow to the NIS, which is still reeling from allegations that it attempted to sway public opinion ahead of the 2012 presidential election.

After a local court acquitted Yoo of espionage charges last year, prosecutors appealed the verdict and submitted three Chinese immigration records from the NIS on his visits to the North, which the Chinese Embassy claimed were forged.

지난 해 지방법원이 유씨의 간첩혐의에 대해 무죄를 선고하자, 검사들은 항소하면서 유씨가 북한에 드나들었음을 증명하는 세 장의 중국 공문서를 국정원으로부터 제공받아 제출했지만, 중국 대사관은 이 문서들이 위조된 것이라 주장했다,

According to the sources on Monday, the prosecution team in charge of the case has learned that Lee In-cheol, an NIS official working as a South Korean consul in China’s northeastern city of Shenyang, received a confirmation letter from its key collaborator and handed it over to the prosecution.

월요일 전해진 바에 따르면, 이번 사건을 맡은 수사팀은 중국 북동부에 위치한 선양 총영사관의 국정원 소속 이인철 영사가 국정원 협력자로부터 확인서를 입수해 검찰에 넘긴 사실을 확인했다.

The doc-ument, published by local authorities in Helong, a northeastern Chinese city bordering the North, confirms that the Chinese authorities issued the immigration record that states Yoo crossed the border into North Korea twice between May and June of 2006.

이 문서는 중국과 북한의 접경지역인 중국 북동부 화룡시가 2006년 5월과 6월 두 차례에 걸쳐 유씨가 북한을 방문했다는 사실이 기록된 출입경기록을 발급했다는 화룡시 공안국 명의의 사실확인서다.

The spy agency has long claimed that it obtained the doc-ument, different from the two others, via a formal diplomatic channel, dismissing chances that any brokers intervened.

국정원은 그 동안 나머지 두 문서와는 다르게 이 확인서만큼은 공식적인 외교라인을 통해 입수된 것이라 주장하며 제 3자의 개입 가능성을 일축해왔다.

“The fax number printed on the doc-ument from Lee was not the one used by the Helong office,” a source said. “The prosecution suspects that Lee sent a doc-ument forged by an NIS aide.”

So far, the investigators have secured a statement from another key NIS collaborator, identified by his surname Kim, who forged one of the three doc-uments that was published by the Sanhe Immigration Office in China.

The 61-year-old Kim, meanwhile, has recovered from serious injuries incurred from last week’s suicide attempt and been sent to a general ward, according to officials of his hospital.

As a key aide to the intelligence agency and a witness of the scandal, Kim, a former North Korean defector with Chinese nationality, has been under a prosecution probe. He told the prosecution that he had forged the Sanhe doc-ument and handed it to the NIS.
